Background
Azad Jammu and Kashmir (AJ&K) is blessed with a widespread skill of hardworking and intelligent youth. The National TVET policy was launched in 2015, to produce a skilled labor with proficiency, productivity and competition to meet challenges not only on regional, but international market as well.
According to Statistical Book 2017 (compiled by Planning and Development – AJK), annually 2.4 million young people entered the job market in 2015 and there are only 476,850 seats available in formal TVET through 3,581 institutes. This showed a disparity between demand and supply forces, because the quality and relevance of the training that is executed, was not according to the trends of job market. This happened because there was imperfect cooperation between the public and private sector in line with TVET governance and delivery.
